Scope and Contents of the Materials

The papers of Frank A. Schuler relate to the aftermath and review of the circumstances surrounding the attack on Pearl Harbor, collected for Schuler's research. Found within the collection is Schuler's narrative "Pearl Harbor: A Tangled Web of Lies." Additionally included are the memoirs, testimonies and reports given by various diplomats and naval officers; Joseph Grew,  Admiral Thomas C. Hart, and Admiral H.K. Hewitt among others.   The collection is also comprised of official reports on foreign relations with Japan between 1932 and 1941, Japanese Intelligence, the "MAGIC" decryption of messages intercepted from Japanese officials between 1938 and 1941, Congressional hearings, and FBI correspondence.

Collection Historical Note

Between 1930 and 1941 Frank A. Schuler was a foreign service officer with a specialty in Japanese language and affairs. On September 13, 1941 Schuler sent a memorandum to the State Department calling for a re-evaluation of U.S.  policy toward Japan and warned of that nation's hostility. The chief of the Division of Far Eastern Affairs reprimanded the authors of the document on November 7.

Thereafter, Schuler was transferred to the Caribbean to establish a consulate on the island of Antigua where he remained until 1943. Schuler was told in 1944 that he would be sent to Noumea, New Caledonia, in the South Pacific, to work with the Office of War Information when in fact he was to replace the American Consul there. Schuler prefered to resign, thus ending his diplomatic service.
