Dr. Millspaugh, an American and the fiscal manager for the Iranian government. (Elliott Roosevelt left Teheran in his own plane for Cairo, Egypt enroute to his post of duty in North West Africa.)

Met with Prime Min. Winston S. Churchill, Joseph V. Stalin, Anthony Eden, W. Averell Harriman, Harry L. Hopkins, Commissar Molotov, Amb. Clark Kerr, Maj. Birse, Mr. Berezhkov, Charles E. Bohlen. Lunch was served at 1300.

FDR, Prime Min. Winston S. Churchill, Joseph V. Stalin, and those conferring with them earlier in the afternoon met for further discussions, which continued until dinner time.

Hosted dinner at the Russian Embassy to all those present at the 1800 conference. Conference discussions were resumed after dinner. At the end FDR, Prime Min. Winston S. Churchill, and Joseph V. Stalin agreed on a communique to be issued to the press after FDR's subsequent departure from Cairo, Egypt.

FDR left the Russian Embassy for US Army Camp Amirabad. The US and British Chiefs of Staff left Teheran for Cairo, Egypt, where they were scheduled to resume their conferences; their party stopped overnight at Jerusalem, Palestine on the way south. A "Three Power Agreement" was signed at Teheran, Iran by FDR, Prime Min. Winston S. Churchill, and Joseph V. Stalin.
