Both planes landed shortly after 4:30 PM and were met by motor whale boats from the USS Memphis, a light cruiser of the South Atlantic Force normally operating out of Natal, Brazil. The USS Memphis had been ordered to Bathurst, Gambia to provide safe and healthful quarters for FDR before taking off to Casablanca, Morocco the following morning.

Capt. H. Y. McCown, USN, Commanding Officer, USS Memphis, was on hand to greet FDR and reported that autos were standing by to take FDR on a tour of Bathurst, Gambia. Capt. McCown suggested that FDR make a waterfront tour by boat. FDR decided on the boat trip. Comdr. Lawder was accordingly embarked in FDR's whaleboat and the Commander-in-Chief was accompanied by Harry L. Hopkins, Capt. McCrea, and Capt. McCown.

During this half-hour inspection trip, many points of interest were observed along the waterfront. Several craft, including a net tender, oil tankers, and barges passed close aboard. It was observed that many of the men working about the decks paid little or no attention to the USS Memphis.

FDR went on board the USS Memphis shortly before 6 PM. Normally the USS Memphis carries the flag of Vice Adm. Ingram. Capt. McCown joined FDR in the Admiral's quarters together with Harry L. Hopkins, Ross T. McIntire and Capt. John L. McCrea for dinner in FDR's mess.

After dinner, FDR wrote a number of letters and retired at 2315.

The ship's boatman mentioned to Chief Ship's Clerk Terry at mess that evening that he could not help but note that on the 13th day of the month, the Commander-in-Chief had come on board Light Cruiser #13.
