Acting Secretary of State Sumner Welles issued a response to the Molotov-Ribbentrop Pact between Nazi Germany and the Soviet Union ordering the military invasion of the Baltic countries Estonia, Latvia and Lithuania. The statement is known as the Welles Declaration. The document proclaims the U.S.’s refusal to recognize the legitimacy of Soviet control of the Baltic States. July 23, 1940.
