Original caption reads: "Pittsburgh wages war on its slums. A shack with junk and paper half-filling it, in Pittsburgh, Pennsylvania. The children of this slum area play here, in an insanitary and fire-hazardous spot. If this mess of old paper should catch fire it would endanger the three-story tenements a short distance away, which have no fire escapes. Such fire-traps will be eliminated when the new housing project is erected, made possible by a loan from the United States Housing Authority."
