Scope and Contents of the Materials
One bound volume entitled Counsellor to the Secretary of Defense. This volume consists of photocopies of documents relating to issues of racial equality in the U.S. armed forces, and issues affecting African Americans in the military.
Collection Historical Note
James C. Evans was a Defense Department aide who worked on the project to integrate the U.S. armed forces during the 1940s. Later he served as an assistant in the Defense Department's Office for Manpower and as an instructor in electrical engineering at Howard University.
