Collection Historical Note
The Board of Investigation and Research was established by the Transportation Act of 1940 and extended by presidential proclamation in 1942. Its primary functions, according to the National Archives, were to investigate and report "on the efficiency of carriers in transportation services, the extent to which carriers were aided by public funds, and the extent to which carriers were taxed by each level of government" (see http://www.archives.gov/research/guide-fed-records/groups/198.html). The Board was abolished by presidential proclamation in 1944.
