In Washington, DC, not even the White House staff was aware that this mission would be the most unprecedented of FDR's trips. In a time of war, the Chief Executive was to leave the US, fly the Atlantic and rendezvous with Prime Min. Winston S. Churchill close to the theater of actual hostilities in North Africa.

Shortly before 10 PM, FDR and his party secretly left the White House. Dewey Long arranged for the train for to carry the party to Miami, FL. Baggage, food and other supplies had been stowed aboard 1 hour before departure. The crew was specially selected. Instructions were given regarding the operation of equipment. Exclusive of FDR's own car, the train had 1 compartment car, 1 Pullman sleeper, 1 combination club-baggage car, and the special Army radio car.
