Wilson Brown represented the United States. Marshal of the Royal Air Force Portal, Adm. of the Fleet Cunningham, Field Marshal Dill, Gen. Ismay, and Maj. Gen. Laycock represented the United Kingdom. Brig. Gen. McFarland (US), Capt. Graves (US), and Maj. Gen. Hollis (UK) represented the Secretariat.
